When seeking the details of a country's air agreements, the best source is the government of that country.

But when one does not wish to deal directly with the government, the source normally considered is either ICAO or the United Nations Treaty Series. Data obtained from each of these agencies has certain advantages but also shortcomings.

One major shortcoming is that less than eighty (80) percent of air agreements and/or their amendments are registered. This means that only about seventy (70) percent are complete and current.

For Example: consider the 1956 agreement between two major European States (UN Reg. #5653). Its1960 and 1964 amendments were registered at ICAO ( Reg. #2821 and #2822), but not as yet at the UN.

Conversely: consider a 1970 agreement between a European and Latin America State (ICAO Reg. #2226, UN Reg. #10759), its 1974 amendment was registered at the UN in 1975, but not as yet at ICAO.

In the first case, the UN list is incomplete, and in the second case it is the ICAO list which is incomplete.

Aero-Accords, Inc. was established in 1982 to deal with such inconsistencies, but we do so much more. First, we actively seek out unregistered agreements and amendments, with scores identified and dozens acquired. These multitudes are unregistered due to human error not by covert design.

Second, Aero-Accords is continually refining and updating its analysis. It is not uncommon for a client to request additional analysis, or to ask that previous analysis be reevaluated using new or altered parameters. Following such an activity, extensive effort is made to bring the entirety of the database up to the new standard.
